Community Improvement Plans (CIPs)

Community Improvement Plans (CIPs) are intended to provide City Council with the necessary tools to stimulate reinvestment and redevelopment, inspire appropriate infill and intensification, coordinate planning efforts, improve the physical infrastructure, support community economic development, preserve neighbourhood and cultural heritage value, and lead to the establishment of an improved neighbourhood. This may include incentives and targeted private and/or public investment and the ability to acquire, clear and dispose of land to support community improvement and economic development.

Financial incentive programs

Through Community Improvement Plans (CIPs), the City has the ability to provide financial incentives to property owners within designated community improvement project areas. 

City-wide incentive programs:

  • Affordable housing 
  • Airport 
  • Brownfield 
  • Heritage 
  • Industrial 

Area-specific incentive programs:

  • Downtown 
  • Hamilton Road 
  • Lambeth area 
  • Old East Village 
  • SoHo
  • Core Area

Business Improvement Areas (BIAs)  

Some local BIAs collaborate with the City on the administration of financial incentive programs. If you are within a designated BIA, reach out to them for additional business support.
