Public Participation Meeting Process

As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided.

Public Participation Meeting (PPM) Process 

  • Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation.
    • Pre-register by calling 519-661-2489 ex. 7100; or by emailing
    • PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.[1] 
    • When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall.
    • When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall. 
  • Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered. 

Public Participation Meeting (PPM) Process – At the meeting

  • Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building. 
  • Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration. 
  • Each committee room will broadcast the meeting taking place in the Council Chambers. 
  • City Staff will be in each room to assist members of the public.  
  • When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.  

Council Chambers 

  • Committee members and staff will be present in the Chambers (physically, or by remote attendance). 
  • There will be no public access to the Council floor.

Notice of Revised Application

The following applications were received and advertised on a previous date in The Londoner and have since been REVISED.  The Planning and Environment Committee will be considering these applications at a future public meeting, the date and time of which will be published in the Londoner.  If you have any questions or would like to provide comment, please see “Providing Comment” below.

1150 Fanshawe Park Road East – The purpose and effect of this Official Plan and zoning change is to permit a site specific bonus for a six (6) storey apartment building, and a three (3) storey stacked townhouse block. Possible amendment to the 1989 Official Plan to add a specific policy to allow for an increased density of 135 units per hectare, and possible change to The London Plan to add a special provision to allow for office and commercial uses.  Possible change to Zoning By-law Z.-1 FROM a holding Restricted Office/Convenience Commercial Special Provision (h-27*RO2/CC5(1)) Zone TO a Restricted Office/Convenience Commercial Special Provision/Residential R8 Special Provision Bonus (RO2/CC5(1)/R8-4(_)*B-(_)) Zone, to permit the existing office and convenience commercial uses and allow for apartment building, handicapped person’s apartment buildings; lodging house class 2; stacked townhousing; senior citizen apartment building; emergency care establishments; and continuum of care facility uses.  The bonus request is for an increased height of 6 storeys (21m) and an increased density of 135 units per hectare in return for such bonusable matters as identified in the Official Plan such as affordable housing and exceptional urban design.  Special provisions are requested for reduced frontage and parking, and for reduced front yard, east and west interior side yard setbacks for the stacked townhouses and reduced exterior side yard and rear yard setbacks for the apartment building. Notice of Application

193-199 College Avenue – The purpose and effect of the requested Official Plan amendment and Zoning By-law amendment is to permit the development of a six storey, 21 metre tall apartment building containing 43 units. The possible amendment to the Official Plan is to change the 1989 Official Plan land use designation FROM Low Density Residential TO Multi Family, Medium Density Residential. The possible amendment to the Zoning By-law is to change the zoning FROM a Residential R2 Special Provision (R2-2(7)) Zone, which permits a single detached dwelling, semi-detached dwelling, duplex dwelling, or converted dwelling on each lot; TO a Residential R10 Bonus (R10-2●B-_) Zone to permit a six storey apartment building with a maximum height of 21m, a front yard setback of 5m, a rear yard setback of 4m, an east interior side yard setback of 4m, a maximum building height of 21m,and a maximum lot coverage of 45%. The Bonus Zone is proposed in return for the provision of services, facilities, and matters that include enhanced urban design elements such as aesthetic design, underground parking, common open space, transit-supportive development, and accessibility. The City may also consider an amendment to The London Plan, a Residential Zone other than the requested Residential R10-2 Zone, and/or special provisions to either the requested Residential R10-2 Zone or another Residential Zone with respect to this application. This application was submitted in 2016 and was placed on hold by the applicant following the Notice of Application period. Notice of Intent to Remove a Holding Provision

City Council will consider removing the Holding Provisions as applied to the lands described below at a future Council Meeting.  Council will not hear representations from the public on these matters.  If you have any questions or comments about this matter, please call the planner identified below.

1600, 1622 Hyde Park Road and 1069 Gainsborough Road – City Council intends to consider removing the Holding (h-18), Provision(s) from the zoning of the subject lands to allow a mixed use development permitted under the Business District Special Provision (BDC(39)) Zones. The holding h-18 symbol shall not be deleted until sufficient archaeological assessment has been completed to the satisfaction of the City. If a person or public body would otherwise have an ability to appeal the decision of the Corporation of the City of London or of the Approval Authority to the Local Planning Appeal Tribunal but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the application is adopted or approved, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Minor Variances

The Committee of Adjustment for the City of London will meet on Thursday October 8, 2020, commencing at 1:30 p.m., on the second floor of City Hall, 300 Dufferin Avenue, London, Ontario for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1.

1:30 p.m. – A.075/20 - 700 Cheapside Street, PLAN 545 PT LOTS 49,50 REG, northwest corner of Cheapside Street and Elliott Street. To permit a personal service establishment. To permit 6 parking spaces for all permitted uses in the Convenience Commercial (CC) zone variation for the existing building. Notice of Public Participation Meeting – Meeting of the Community and Protective Services Committee – Administrative Monetary Penalties By-law on October 6, 2020 not to be heard before 4:05 PM, City Hall, Council Chambers, 300 Dufferin Avenue. Pursuant to regulations contained in the Municipal Act, as amended, the Community and Protective Services Committee will be holding a Public Participation Meeting to receive delegations and their comments regarding the consideration of an amendment to the Administrative Monetary Penalties By-law and related associated by-laws, including but not limited to Property Standards,  Business Licensing, Yard / Lot Maintenance and Residential Rental Units Licensing to allow for by-law contraventions to be addressed by Administrative Monetary Penalties.
