Public Notices - October 15, 2020

As part of the City’s ongoing efforts to slow the spread of COVID-19, and in keeping with the regulations and guidelines provided by the Province of Ontario, the Public Participation Meeting process has been modified.  The capacity for individuals in City Hall meeting rooms and the Council Chambers Public Gallery will reflect the requirement for 2m physical distancing, with designated seating and standing areas being provided.
Public Participation Meeting (PPM) Process 
Members of the public are asked to “pre-register” to speak in person at a PPM. Speakers will be limited to five minutes of verbal presentation.

PPMClerks@london.ca Please indicate the PPM subject matter when contacting the Clerk’s Office. Registrations will be confirmed.[1] 
When pre-registering, members of the public will have a brief COVID-19 health screening and will be asked to self-screen prior to entering City Hall.
When pre-registering, members of the public will be advised which meeting room to attend on the second floor of City Hall. 
Presentations will be strictly verbal; any other submission of photos, slides or written information must be made outside of the PPM. These can be forwarded to the staff associated with this matter and/or to the registration email, noted above. In order to be considered, all submissions should be made prior to the Council meeting when the standing committee recommendation regarding the subject matter is considered. 
Public Participation Meeting (PPM) Process – At the meeting
Members of the public should self-screen before entering City Hall.  You likely will be greeted by security upon entering the building. 
Members of the public should convene in the assigned seating, in the appropriate meeting room for the PPM as noted in the pre-registration. 
Each committee room will broadcast the meeting taking place in the Council Chambers. 
City Staff will be in each room to assist members of the public.  
When appropriate, individual members of the public will have an opportunity to speak to the committee, using the camera/microphone in the committee room.  Floor markings will indicate where to stand.  
Council Chambers 
Committee members and staff will be present in the Chambers (physically, or by remote attendance). 
There will be no public access to the Council floor.

NOTICE OF PUBLIC MEETING

The Planning and Environment Committee will consider the following matters at a Public Participation Meeting to be held Monday, November 2, 2020.  During the COVID-19 emergency, Standing Committee and Council Meetings are virtual meetings hosted in City Hall, Council Chambers. 2631 Hyde Park Road and 1521 Sunningdale Road West – The purpose and effect of this Official Plan amendment is to designate the subject site for future residential uses. Possible amendment to the Official Plan FROM Open Space TO Low Density Residential in the 1989 Official Plan and FROM Green Space Place Type TO Neighbourhood Place Type in The London Plan.  Portions of the site will also be considered for Environmental Review designations/place type.  File: O-9190 Planner: M.Corby ext.4657

1150 Fanshawe Park Road East - The purpose and effect of this Official Plan and zoning change is to permit a site specific bonus for a six (6) storey apartment building, and a three (3) storey stacked townhouse block. Possible amendment to the 1989 Official Plan to add a specific policy to allow for an increased density of 133 units per hectare, and possible change to The London Plan to add a specific policy to allow for office and commercial uses.  Possible change to Zoning By-law Z.-1 FROM a holding Restricted Office/Convenience Commercial Special Provision (h-27*RO2/CC5(1)) Zone TO a holding Restricted Office/Convenience Commercial Special Provision/Residential R8 Special Provision Bonus (h-18*RO2/CC5(1)/R8-4(_)*B-(_)) Zone, to permit the existing office and convenience commercial uses and allow for apartment building, handicapped person’s apartment buildings; lodging house class 2; stacked townhousing; senior citizen apartment building; emergency care establishments; and continuum of care facility uses.  The bonus request is for an increased height of 6 storeys (21m) and an increased density of 133 units per hectare in return for such bonusable matters as identified in the Official Plan such as affordable housing and exceptional urban design.  Special provisions are requested for reduced frontage and parking, and for reduced front yard setbacks for the stacked townhouses and reduced exterior side yard and interior side yard setbacks for the apartment building. The h-27 holding provision is in place to require the construction of Stackhouse Avenue and is requested to be removed as part of this application.  The h-18 holding provision requires assessment of any archaeological potential prior to development or site alteration. 100 Fullarton Street The purpose and effect of this zoning change is to amend the existing Bonus Zone to allow for alternative heritage commemoration measures for 93-95 Dufferin Avenue and Camden Terrace (479-489 Talbot Street). Possible change to Zoning By-law Z.-1 FROM a Downtown Bonus (DA2*D350*B-38) Zone TO a Downtown Bonus (DA2*D350*B-(_)) Zone. The amendment would permit the demolition and reconstruction of the façade of 93-95 Dufferin Avenue rather than retention in situ; and, the reconstruction of the Camden terrace façade on the exterior of the building on Talbot Street instead of internal to the building. 3087 White Oak Road; located on the west side of White Road; approximately 0.918 hectares – The purpose and effect of this application is to approve a Draft Plan of Vacant Land Condominium consisting of 47 residential units in one (1) block.  Consideration of a proposed draft plan consisting of 47 townhouse dwelling units and a common element for private access driveway and services to be registered as one Condominium Corporation. 611-615 Third Street – The purpose and effect of this zoning change is to permit the development of a 4-storey, 20-unit apartment building. Possible change to Zoning By-law Z.-1 FROM a Neighbourhood Facility (NF) Zone TO a Residential R8 Special Provision Bonus (R8-4(_)*B-_) Zone. Special provisions would permit: a reduced minimum front yard depth of 2.25 metres, whereas 7.28 metres is required; a reduced minimum interior side yard depth of 4.57 metres, whereas 6.32 metres is required; and a reduced minimum parking rate of 1.05 spaces per unit (20 spaces), whereas 1.25 spaces per unit is required (25 spaces). The proposed bonus zone would permit an increased maximum building height of 15.8 metres, whereas 13 metres is the maximum and an increased maximum density of 100 units per hectare, whereas 75 units per hectare is the maximum, in return for eligible facilities, services, or matters outlined in Section 19.4.4 of the 1989 Official Plan and policies 1638_ to 1655_ of The London Plan. If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of London before the proposed amendment is adopted or approved, the person or public body may not be added as a party to the hearing of an appeal before the Local Planning Appeal Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

The Committee of Adjustment for the City of London will meet on Thursday November 5, 2020, commencing at 1:30 p.m., on the second floor of City Hall, 300 Dufferin Avenue, London, Ontario for the purpose of hearing the following applications for Minor Variance to Zoning By-law Z.-1.

1:30 p.m. – A.088/20 - 660 Sunningdale Road East, LONDON CON 6 PT LOT 13 RP 33R16565 PT PART 1 IRREG, north side of Sunningdale Road East, east of Blackwater Road. To permit office, restaurant eat-in and take-out uses. To permit 45 parking spaces, whereas 76 parking spaces are the minimum required. To permit a north interior side yard setback of 4.6m, whereas 6.6m is the minimum required.  To permit a maximum of 624.5 m² of gross leasable floor area for specific individual uses within new structures, whereas 250m² is permitted. To permit primary entrances for individual commercial/retail/office tenants in new buildings and existing barns/buildings to be oriented in other directions other than to the primary collector.

Lot 2 (Severed) To permit a lot area of 301m², whereas a minimum of 370m² is required. To permit a lot frontage of 10.2m, whereas a minimum of 12.0m (39.3ft) is required. 2:15 p.m. – A.090/20 - 44 Springbank Drive, PLAN 376 BLK B PT LOT 3 IRREG, south side of Springbank Drive, east of McAlpine Avenue. To permit a converted dwelling with two units. To permit a lot frontage of 9.4m, whereas a minimum lot frontage of 12.0m is required for a converted dwelling. To permit parking in the front yard, whereas parking is only permitted in the rear and interior side yard. To permit a parking area to project 4.4m to the front of a dwelling, whereas 2.0m is the maximum permitted. To permit a main storey deck located 0.7m from the west interior side lot line, whereas the provided projection is to be no closer than 1.2m. To permit a second storey deck 0.7m from the west interior side lot line and 1.2m from the east interior side lot line, whereas 1.8m and 3.0m are required respectively.

2:30 p.m. – A.091/20 - 418 Rippleton Court, PLAN 966 LOT 202, south side of Rippleton Court, east of Rippleton Road. To construct an attached garage. To permit a front yard setback of 4.5m, whereas 7.4m is the minimum required. To permit a west interior side yard setback of 0.8m, whereas a minimum of 1.2m is required.

Upcoming Public Engagement Opportunities for the Downtown Loop (Rapid Transit) Project

As the City of London prepares to construct Phase 1 of the Downtown Loop on King Street in 2021, we are hosting a public engagement period from October 28 – November 11, for residents and businesses to learn about the project and view the near-final designs. 

The Downtown Loop, which will frame Dundas Place, running buses along Queens Avenue, King Street, Ridout Street, and Wellington Street, is scheduled for phased construction from 2021 to 2023. The project will add new streetscape elements, rapid transit elements, and transportation improvements above ground, while repairing and replacing aging sewers and underground infrastructure.

Public engagement opportunities:

From October 28 – November 11, the public is invited to:

  • view detailed renderings of the Downtown Loop’s recommended designs
  • view visualizations of bus stations and road improvements
  • learn more about plans for construction
  • provide comments, and get answers to any questions about the project

While this information would typically be presented at a public information event, adjustments are being made to ensure public safety and follow COVID-19 restrictions on public gatherings.

Online

Starting October 28, all of the latest materials and information on the Downtown Loop project will be made available on the City’s Get Involved website at getinvolved.london.ca/downtownloop. The website also has a question and answer feature for visitors to get timely responses to any questions or concerns they may have. The website will be monitored daily during the two week period and the project team will respond to any questions within 24 hours.

In person

We recognize that not everyone will be able to access this information online. The project team will also be hosting in person meetings by appointment in the City’s Planning Services office at 206 Dundas Street, from October 28 – November 11. We will be following all health precautions, including the requirement to wear a mask. Anyone feeling unwell is asked to postpone their request to meet in person.
